Is this a form of Universal Basic Income (UBI)?

There is no clear definition of a UBI. Some consider a UBI to be any amount of money that is sent to the citizens, provided there are few, if any, restrictions as to who gets that money. Under this loose definition, ‘The Oregon Rebate’ could be considered a universal basic income.
